IMPLEMENTASI LEAN SIX SIGMA DI SEKTOR PUBLIK

Abstract


Perkembangan jaman saat ini memberikan banyak tekanan pada sektor publik untuk memperbaiki kinerjanya. Perbaikan kinerja di sektor public dapat dilakukan dengan membangun sistem manajemen organisasi sektor public yang berbasis kinerja. Kemudian, organisasi sektor public perlu membuat sistem akuntabilitas berbasis kinerja (result-base accountability system) sebagai sarana untuk memberikan informasi kinerja kepada masyarakat. Demikian pula, perbaikan pada sektor public di Indonesia, dimana layanan yang diberikan kantor kecamatan sebagai salah satu sektor public dalam memberikan layanan pembuatan electronic Kartu Tanda Penduduk belum efisien. Oleh karena itu. Penelitian ini berkontribusi dalam memberikan solusi perbaikan proses pembuatan electronic Kartu Tanda Penduduk dengan menerapkan metode lean six sigma. Metode yang digunakan adalah kualitatif dengan multiple case yaitu Kelurahan Sekejati, Jatisari, Margasari dan Cijawura. Dengan demikian, diharapkan penelitian ini memberikan kontribusi dalam meningkatkan proses layanan pembuatan electronic Kartu Tanda Penduduk di Kecamatan Buahbatu Bandung menjadi tepat waktu (Just In Time) dan lebih berkualitas (zero defect). Dari hasil penelitian didapatkan hasil rata-rata DPMO adalah 46095.25 dengan rata-rata level sigma sebesar 4.62 untuk keempat studi kasus.
